House Bills Do Not Affect HSAs, Medical HSAs May Be In Danger

Maybe no news is good news for Health Savings Accounts.

The legislation reforming Medicare Advantage on Capitol Hill has only one provision that affects Health Savings Accounts in any of the leading plans.

Coming into the new Democratic majority, dozens of pundits and product naysayers predicted that HSAs would never make it through this year. This result after one senior Hill staffer told a private meeting of industry leaders sponsored by ISI that at a minimum HSAs would be given a strong review and possible revision.

However, the House bill does include a freeze on any new state demonstration projects for Health Opportunity Accounts – possibly killing the program since only a few states have taken advantage to date.

Instead, HSAs are not even on the radar screen. In fact, there has been no mention of consumer-driven health care at all in the presidential contest for next year, and no sign it will be part of any party platform.

There is no doubt however that should either of the two leading Democratic contenders win the White House, HSAs will be up for review.

Their popularity, particularly in some of the battleground states such as Ohio and Florida may save HSAs from any significant challenges.
